Otaru

Otaru

A Hokkaido port city with a preserved canal, stone warehouses and Meiji-era banking architecture, sitting between the sea and the mountains — with Niseko, Rusutsu and Kiroro all within reach.

Life here

  • Canal and stone warehouses
  • Sea and sushi
  • Powder within an hour
  • Green summers

Ownership rationale

Prices in the older residential hillsides are among the lowest of any city we look at in Japan. Condition, road access and rebuild rights vary enormously street by street and have to be checked individually.

Getting here

Around 35 minutes by JR from Sapporo, and roughly 75 minutes from New Chitose Airport.

The market, honestly

Published data where it exists — sources below

Price per square metre

Around ¥63,000 / m² for used houses (approx. €370 / m²)

Utinokati's 2025 series puts the Otaru used-house market at ¥209,000 per tsubo (about ¥63,000/m², roughly €370/m²), calculated from 265 recorded transactions. That is a city-wide average across all conditions: hillside houses needing work sit far below it, while renovated homes with a bay view sit above. Whole houses here still change hands for the price of a parking space in Tokyo.

Last three years

−3.5% in the last year for used houses

Utinokati records a 3.5% fall in the Otaru used-house average between 2024 and 2025. Older Japanese housing depreciates as a rule, so the argument in Otaru is entry price and location, not price growth. Value rests on the specific site — road access, rebuild rights and outlook — rather than on the market moving.

Rental return

Varies widely; we do not publish a figure

There is no reliable published return for this stock. Short-term letting is regulated nationally under the minpaku rules and locally by Otaru City, and feasibility has to be checked per property before it is assumed.

Holding and resale

¥200,000 – ¥500,000 a year including tax, snow clearing and maintenance (our estimate)

Typical annual running costs including taxes, utilities and basic maintenance. Thin. Expect a long sale window and a buyer who wants that specific house.

Who this suits

  • Buyers who want a very low entry price and are ready to renovate
  • Owners who value a port city with real winters, sea views and powder within an hour
  • Anyone treating the house as personal use rather than an income asset

Price levels and recent movement come from the published sources listed below, read in 2026. Rental returns, running costs and liquidity are our own working estimates and are labelled as such. None of this is a valuation — any specific home we bring you is underwritten on its own numbers.
